STUDENT LETTER 1                                                                                                                                         February 1st, 2023

To whom it may concern,

We are students at Long Island City High School and we need your help. I'm writing to you to let you know of an event that happened and had an impact on the staff, students, and culture of our school. Vivian Selenikas, the principal of my school, discriminated against teachers, staff, and students based on their skin color and ethnicity. Tanya Bloomfield quit three days ago, as did Scott Mario three years ago. As a result of the principal's ongoing treatment of them, both staff members and unnamed individuals quit. Due to Mrs. Selenikias's belief that race was one of the most important criteria, she pulled opportunities away from the all-black staff members who succeeded in them and gave them to less-qualified white employees.

In the case of students, it was similar. Throughout the time in high school, the students had to battle for social justice, while Selenikas was prejudiced against many of their ideas because the steps involved in implementing each proposal demanded that she devote time and care, both of which Selenkias lacked and never had to do, and because she never had to. Students had to fight for policy. Students had to fight for fair treatment. Students had to demand answers.

We are concerned about Vivian Selenikas as a principal. Our school's security has been in jeopardy. We've had trespassers at our school, a stabbing, a kid with a gun, and many other occurrences that our parents aren't aware of. Our special education pupils are also in jeopardy since we've had 5 principals in three years. Students that attend our school spend the entire day loitering in the hallways. Since September, the number of hall walkers has grown. Where does the responsibility fall on the principal to come up with a plan? Why do the stairs smell like weed?

This letter seeks to bring to light some of the unsaid truths that have permeated the Long Island City High School community for the past ten years in the hopes that, with your assistance and support, the student can one day escape the darkness and discover the light. Let us live the dreams of Martin Luther King Jr. Help us feel freedom, help us see oppression convert into an oasis of freedom and justice, for we deserve nothing less than our human rights and thank you for what you continue to do for us, today, tomorrow, and every day!

Best Regards,

Students of Long Island City High School

STUDENT LETTER 2                                                                                                                                      February 15th, 2023

To whom it may concern,

We are students of Long Island City High School. We are emailing you to let you know that we are concerned about the leadership in our school. We had a protest on 2/8/2023 and a sit in on 2/9/2023. Some of us had a scheduled meeting with Vivian Selenikas (principal), Dr. Hoa Tu (Superintendent), parents and others on Monday (2/13/2023) to discuss our concerns.

We were hoping to leave the meeting feeling like we mattered and our questions

answered but we were ridiculed. Vivian Selenikas did not take the time to answer our questions directly. Instead, the meeting was focused on how she felt about the protests and her self image being a public figure.  Dr. Hoa Tu left a short time after the scheduled meeting started, even though the meeting was scheduled around her availability.  Vivian Selenikas was loud in her delivery and she targeted one of our students directly by referring to her as a “bully.” We are not doing anything wrong by expressing the many concerns we have in a peaceful way. We stick to the facts about what is going on in our school environment and the changes that are needed. We always make sure everyone is safe and following the right protocols.

Following the peaceful protests, students were questioned by Deans and the AP of Security as directed by the Principal.  We were told that we needed to get permission to protest from administrative staff.  We as students of the NYC Department of Education do not NEED permission to protest. It is our right. In response to our peaceful protests, the principal has retaliated in a number of ways because of her abuse of power.

There are many sides to a story, however we are upset with the unfair treatment AP Bloomfield faced that we witnessed in school.  We are even more frustrated with the principal's retaliation towards our Dean Kritikos.  Dean Kritikos’ responsibilities as a dean was taken away because she stepped outside of the school building during the protest to ensure our safety.  She cares about all of her students and has been a great support to many.  There is a lack of Deans and SSAs in our school. So we don’t understand how suspending a Dean is going to help the principal make sure that we attend a safe school environment. STOP TAKING AWAY THE STAFF WHO HELP US!

We created a student survey and we received feedback with a small sample size of 480 students. Only 8.7% of those 480 students feel that the school is culturally responsive, 88% of the students feel that the principal is not visible, and only 24% feel safe. Vivian Selenikas has not addressed any of our concerns since our protest. The staff and herself were given numerous implicit bias trainings and also a professional development by students about microaggressions. She continues in the same manner after and does not address staff when that does occur. The hallways and staircases continue to have hall walkers and there are no interventions.  As students, we are scared because there are students smoking, dealing drugs, sharing weapons, having sex, etc in the staircases without cameras. As principal of the school she is not visible anywhere.  Kids do not know who she is and can’t even describe her.  We had an Equity and Access committee that would celebrate all holidays and cultures which fell apart when AP Bloomfield was removed from her position to lead it.  There were events that we looked forward to celebrating but no longer have.

Every morning there is an NYPD vehicle parked with flashing lights in front of our building. Do you think it makes us feel safe? Why is it so hard for the principal to take ownership and address our questions and concerns? All we want is answers and a better school environment. We would like a meeting with the chancellor Mr. David Banks because our voices are not being heard as the student body by Superintendent Dr. Hao Tu or Principal Vivian Selenikas.

Thank You,

Long Island City High School Students

LETTER TO THE CHANCELLOR                                                                                                                                  March 18th, 2023

Dear Chancellor Banks,

We, the students and parents of Long Island City High School in District 30, wish to inform you that we have previously reached out to Superintendent Tu regarding our concerns, but feel that our voices have not been heard. Despite the appointment of a representative, Jordan Barnett, by Superintendent Tu to bring about change in our school, our demands regarding Principal Selenikas have not been met. We are exhausted from attempting to reason with her and have resorted to protesting as a last resort. Our aim is to address the violations of our students and parents' bill of rights, and we believe that change cannot be achieved without acknowledging the past.

We have provided you with an OPEN LETTER that outlines a detailed timeline of events that have taken place at Long Island City High School. This timeline serves to help you understand our frustrations, as we have made numerous attempts to resolve the issues. We have highlighted the Chancellor's Regulations, Bill Of Rights, and Disciplinary Code that Principal Selenikas has failed to comply with, including our First Amendment rights.

In addition to the open letter we have provided, we would like to bring to your attention that we have previously submitted a petition with 720 signatures. We have also created a new petition on change.org, which we believe is a more effective platform for gaining support for our cause. We hope that you will take note of the overwhelming support we have received from our community and take action to address our concerns.

We would greatly appreciate it if you could spare some time from your busy schedule to meet with us and discuss how you can assist us in addressing these concerns.

FOLLOW UP LETTER AFTER MEETING 2/17/2023

Hello everyone,

Thank you for taking the time to meet with us. Mr. Sharif's efforts to assist us and obtain answers are greatly appreciated. We expected precise answers to the questions that Principal Selenikas had previously been given. These are the same issues we raised during our discussion with Superintendent Tu and Jordan Barnett on Monday, February 13th, 2023. Principal Vivian Selenikas had "pinned" a number of issues that needed to be addressed.

We can't leave certain things in the past, as said in the meeting. Without taking stock of the past, how can we go forward? We just want to stress that we cannot go on as a school community until we issue a public apology, which is why we are not prepared for any anticipated following steps. As far as I'm aware, Mr. Sharif also requested that we call a truce on the protests until today, and we complied. We came to the realization today that we are doomed to perpetual regress. Our requests are that Principal Vivian Selenikas publicly apologize to the faculty and students and provide a timeframe outlining how you intend to embrace inclusion for all of us, not only pupils of Spanish descent.

While we students don't need to instruct you on how to proceed, we did give you some suggestions today for altering the atmosphere of your institution. For this to occur, we can declare a truce until Monday. Although these are straightforward inquiries, no accountability for your behavior is assumed. Before we explore the next steps, we hope to receive responses to our demands.

Enjoy your time off!

Best regards,

Students of Long Island City High School

FOLLOW UP EMAIL AFTER MEETING 3/3/2023

Good evening,

Thank You for meeting with us on Friday, March 3, 2023 as a follow up from our meeting on February 17th, 2023. As mentioned in our previous email we stated that, we cannot move forward as a school community without addressing the past. Just within the two weeks span so much has occurred. We appreciate that Ms. Selenikas offered us to have a “core group meeting” with specific dates, but as she agreed with us this was something that would have been beneficial to us when the first meeting occurred. We are all very busy with other extra-curricular activities but as the meeting went on, we collectively realized there are so many concerns that are left in the past, and we cannot move forward yet. Regardless we appreciate the effort but we discussed some key points that need to be noted on why we cannot move forward.

We all received letters mailed home right before the meeting today, stating that the allegations against us was found unsubstantiated and that was the biggest concern at our meeting. We were not sure what allegations the letter was being referred to. It was not just the participants of this meeting, it was many other peers as well who was questioned. Our parents were not informed that we were suspects of such investigation. In our previous meeting on February 17th, you stated then that you did not know of any investigation and you agreed in today’s meeting that you did not know as well but yet we all received letters of an investigation.

We believe you made libelous remarks when you stated that there was an allegation made on February 17th, 2023 of bullying amongst students that had to be investigated from the two Instagram pages, where the school was required to investigate individuals who were present at the meeting. Below states facts on the timeline of our questioning for an investigation where we find your reasoning to not be true.

  • We reported the two Instagram pages on February 17, 2023.

  • Before February 17, 2023 the staff was not aware of any of the additional pages.

  • If the investigation was about bullying, the questions by the deans should have been about bullying, or assumptions of who made a page, yet the questions were about the details of the protest or the sit in.

  • We do not understand how the letter was an outcome from the March 3rd, 2023 disciplinary meeting as you stated, when the notice we received dated February 27, 2023.

  • We was questioned on February 9th, 2023 and February 14th, 2023 about an investigation about “Instagram pages” that was not reported to you until February 17, 2023, so it is unclear how questioning occurs for a future allegation.

  • Our parents did not even receive a letter stating we were suspects, but we received a letter stating that our investigation was unsubstantiated as accused.

  • The students who were questioned on February 9th, 2023 did not even receive an unsubstantiated letter for their questioning, unless they were questioned twice for the same investigation.

  • Parents were not contacted for either February 9th, 2023 or February 14th, 2023.

  • As stated by you, we are aware the sit-in “interrupted” the process of informing parents on February 9th, 2023 but there was no parent notification on February 14th, 2023 either.

  • One of our parents came in to question the “questioning not investigation” by deans, and was informed by Ms. Duncan that it is part of an investigation and not required to contact parents. Three of our parents emailed to ask for our statements to be retracted, and we was told that it was not possible since the situation was being investigated.

Parents are frustrated and it should be protocol to contact parents when students are being questioned, unlike what Ms. Selenikas mentioned that it is not protocol.

As a group we feel that Halima should not have been targeted by Vivian Selenikas. We are not considered a group without Halima. We cannot be a “core working group” with Halima being told that she cannot be in group today. We unite as a group, and if we are not together, we are not one. You told us you do not like punishment and you had to take disciplinary action due to the fact she made libelous comments, but Garrett or Halima did not mention any specific teachers name. Even if the DOE found Garett’s investigation unsubstantiated that does not make his unfortunate experience, a lie. His experience is still very real. We do not believe Halima’s platform where she has a voice should be taken away and silenced because she exercised her first amendment right, like we all did. As mentioned in the meeting we believe that it’s either all of us should have been facing disciplinary actions including the other 400 kids that were participating or none of us should have. As Troy mentioned, we have trust issues because you silenced one of our group members. Even though she was not barred from her one time events, you still silenced her from her platforms where she has a voice.

Parent, Tiffany Lester was not allowed to bring an advocate Dannelly Rodriguez to the school meeting. Mr. Rodriguez came in to the school twice. He informed the main office that he was present for Ms. Lester while he waited for Ms. Lester. He was told that he cannot come in the meeting since it was not a disciplinary meeting. He came a second time when Ms. Lester arrived. School safety informed Ms. Lester that Mr. Rodriguez cannot go in the meeting as per Vivian Selenikas. We cannot trust Vivian Selenikas because of the lack of communication and Mr. Rodriguez came to the school twice to try to come and and assist and not allowing an advocate for the meeting, did not sit well with us. During the meeting when Ms. Lester inquired about her advocate not being able to be present. Vivian Selenikas stated that advocates are only allowed for suspensions hearings and she allowed him for a disciplinary conference and he is not allowed  for school meetings, according to chancellors regulations. This was a lie. The parents bill of rights state “Be accompanied by a friend, advisor, or interpreter at hearings, conferences, interviews and other meetings concerning their child, in accordance with established procedures without pre-approval from staff or school administration.” We cannot trust you Vivian Selenikas.

We spoke about the protest time constraints that were recommended and planned by Vivian Selenikas. We do not agree with the indicated time slot or the required permission that the school is telling the student body to abide by for a protest. There are not many students in the building from 7:15 AM - 7:45 AM. We all travel from different areas, and there are also school busses and students that arrive into school at that time as well. You allocating a time does not interfere with safety, but it does give you control of our voice. Freedom of speech cannot be controlled and we have a right to protest about your actions and your lack of work as a principal. If we get disciplined for speaking our voices, you are retaliating and silencing us. “The school can have an obligation to keep the good academic working order of the school,” but the walk out or 2 sit ins was peaceful and did not have any disruptions to “good academic working order”. We are not liable for anything other people do outside of our group. We have no connection or control of what other students do, just like how we cannot control students bringing in weapons into our schools or fights occurring in the building. As we said we are not looking for you to be an ally, we are looking for you to do your job. We are told that if we do not follow time constraints, then Vivian Selenikas will follow progressive discipline in item 5E in the Disciplinary Code.  You are minimizing our voice by giving us terms on our activism.

In our previous meeting we asked for an apology and a detailed timeline of how you will change school culture. We feel disgusted that your children or staff will not get an apology since you feel that, “you are not a racist”.  Did you ever consider how your black students/staff felt after reading Ms. Bloomfield’s letter, and not having any of it addressed? Did you ever consider how our student body feels knowing that the “adults that broke their back keeping us safe” as you said in our meeting, has been taken out of their dean positions? Did you ever consider how the student body feels, some being in the school for 4 years, knowing we have already done these meetings with you in change council or lunch with the principal feel having to give you similar suggestions again? Did you ever consider how stressful it might be for one student to express their voice just so their leader can stick to simple demands?

Protests, sit-ins, social media platforms, and the press are merely vehicles through which we practice our right to free expression and the first amendment. But, you blatantly misrepresent our voices, it is assumed that you do not tend to feel that the first amendment should be utilized in any form, even peacefully, because you regard yourself as a victim and we as accusers. Vivian Selenikas, it is reasonable to state that you are an accuser and a dominating person who continues to misuse a position of privilege when you allege that seven or more leaders continue to carry out the duties you find difficult to complete are accusers. It takes a skilled and qualified leader to form a core group. Due to our decision to lead with the right people and the right objectives, it will not be possible without our demands being met. We cannot be coerced by titles because we all believe that “the title doesn’t make the person, rather the person makes the title”. We come under the category of students, and you fall under the category of a principal, yet we bear your role in representation far more than you realize.

Thank You,

Students and Parents of Long Island City High School

FOLLOW UP EMAIL AFTER MEETING 3/22/2023

March 23, 2023

Dear Principal Selenikas,

Thank You for inviting us to meet with you during our Social Justice Club on March 22, 2023. After the meeting it was clear that you are not ready to acknowledge our feelings and how the school under your leadership has not acknowledged us as active participants. As much as we appreciate your time and you wanting us to provide you with ideas to bring change, we cannot put a band-aid to the past. There was no acknowledgement so we cannot create actions to move forward. We need to address the past and our demands must be met, until then we cannot move forward. It is easier for you to say let’s talk about the future, when these incidents did not directly affect you. It is unfortunate that you do not see our value as individuals and need us to invite you to events when you yourself should come up with a plan on visibility since you are a leader. It is almost as if you are only trying to check off a check box at this time.

Your justification for Halima not being able to participate in her extra curricular activities due to mitigating circumstances does not go up the ladder or consequence. A video that does not mention a teacher’s name does not show a libelous act. Even though you say there is no consequence in protest, and has nothing to do with the protest, you contradicted yourself when you said, “repeated action of this kind of activity” played a part in the ladder of consequences. There is no other activity she did since she was a freshman, and she had a “clean record”. Even if the “clean record” was only by a person looking at suspensions, there were no other “action and violations of code” other than the protests.

When the conduct of a staff member is reported but is found “unsubstantiated” it does not mean “it did not happen” as stated by you. By saying, “it did not happen” you are undermining an incident that occurred to a student. We did a little research and found that unsubstantiated doesn’t mean it didn’t happen, it just means it couldn’t be proven. Therefore to say it’s libel when you know something is a lie is not applicable because you cannot say for certainty that it didn’t happen. When students are not provided with the outcome of an investigation how can they be expected to move on from an experience they faced and was real to them? There are many cases that will be found unsubstantiated but truly did occur, such as victims of crimes where the perpetrator is never found guilty. While we understand there is a protocol that you have no control over when a staff member acts, by not recognizing something that happened to a student, you show that we have no value. Students are NEVER notified if the incidents between staff and students are resolved so there is a lack of communication where the students do not get to know which incidents are substantiated or unsubstantiated. Multiple students make allegations about the same teachers but we, the students, are not notified so the process ends after the investigation and we walk around not knowing what the result is.  The only action we take is to write a statement and we are never notified of anything else moving forward. Better communication by leadership could lead to a better understanding of these incidents.

When we asked, “do you know the purpose of the protest?” You replied, “The purpose of the students in this room is to have students of color seen more by our school community in very explicit ways that allow them to be seen or represented.” We want to clarify it is not just about being “colored students” and one matter is about you being visible to ALL the students. It is also about not for us just to be seen but TO BE HEARD AND REPRESENTED. How can you be an advocate in this school when you don't even know how to represent us? Without that acknowledgment we CANNOT move forward as a student working group when we are not valued as members of the school community.

By you stating “why do I have to prove it to you, young people, that I want to be here and done good things for this school?” provided us with your true view on what we as students mean to you. You being passionate is beautiful but you do not show empathy or genuine care in a way that touches our spirits and conveys your concern for us, while still emphasizing your position as a principal. We urge you to reflect on how you failed us and acknowledge our worth and also acknowledge your unfair treatment of Halima by reinstating her in extra-curricular. You also explained the difference of extra curricular vs co curricula and that showed us that you have no idea what we do in our groups in My Brother’s Keeper, My Sister’s Keeper, and Social Justice. We talk about real issues, media events and historical events which align to our curricula classes. We also connect current events to readings in books that are in the curriculum.

You mentioned that you will not “lie to acknowledge or apologize” to meet our first two demands but we are only asking for you to recognize the minorities who are under your leadership, students and teachers. This cannot be an excuse. It is not just about how you feel, your staff and students also matter. There will be no more student meetings with us due to you failing to meet all our demands and please do not change the narrative and understand that we have tried every way possible to help you understand why these simple demands are all we need to move forward. Our work isn't a passing fad. We will continue to stand up for what is right even when the present seniors in the student body graduate. Graduating students will not cause us to crumble or disintegrate our movement. The momentum of our cause will never stop; rather, it will energize us even more with our past, collaborative and fueled hunger for justice. Our inquiries were explicit. Your responses weren’t. We want you and everyone else on this email to understand that this movement isn't only about the resignation of one or two black teachers but due to ongoing prejudice and bigotry. The problem is how you contradict yourself and treat the people you consider family and the neighborhood you call home like inanimate things. We've come to the conclusion that we are more than the sum of our racial and ethnic identities. We are our own voices. Once the demands are met then we can move forward with ideas to bring change, but these are also not just ideas that we the students should be responsible for but you as the principal should be responsible for as well. It should be a collaborative effort so both parties can be stakeholders of Long Island City High School.

Thank You,

Social Justice Club

Parent of _______________________________________

To whom it may concern,

We are concerned parents of Long Island City High School. It has been brought to our attention that the principal of the building, Vivian Selenikas, abuses her authority and has proven she does not care for the well-being of our students and more importantly, our children while they are in the care of the staff for 8 or more hours every single day. An assistant principal suffered in silence due to her actions, and this has not been the first teacher to feel discriminated against. She has pushed many good teachers out and these educators deserve better.

We are concerned about Vivian Selenikas as a principal, and the security of the school to which we trust to send these students every day. There have been many incidents in which we as parents were uninformed of the safety of our children. We have had intruders in our school, a stabbing took place, and a student entered the school with a gun. The principal has failed in her job to make the parents aware of what was happening. We have students who come to school but walk the halls all day or leave school completely. What role does the principal play in promoting a safe school environment for our students, when so much is allowed to continue to go on without any intervention? The number of hall walkers has increased since September. Where is the prevention plan to make sure these children are attending classes and being educated? Many of these students who roam the halls during their class time participate in drug use. It is the responsibility of the principal to handle these issues herself or delegate to qualified and experienced staff to make sure those students are not harming themselves and are being educated on the danger of drug use, or negatively affecting other students. The students and staff themselves should also be aware of any potential threats to their safety while they are in the midst of learning. However, there are no procedures in place to notify students and staff who are all at risk in order to protect themselves. Furthermore, there are no follow-up meetings to notify if any incident has already been handled or not. If there is an intruder in the building that can harm our children and these teachers, LET THEM KNOW. Society has drastically changed over the past couple of years, and in that time as principal, Vivian Selenikas has not provided adequate support or put a strategic plan in place for her students.

We have lost confidence in Principal Selenikas's leadership continuing Long Island City High School as evidenced by her past actions. She has had 5 different assistant principals in the past 3 years, and if staff continue to resign and remain inconsistent due to her lack of proper leadership, how can we as parents be assured that our children are receiving the education, nurturing, and social-emotional support needed throughout their high school career? If your own staff are fearful of you and cannot carry out the duties of an educator because they are catering to your will, we as parents are afraid of how this will impact their college readiness and development at Long Island City High School. My child should be able to attend school and feel safe knowing who they can confide in for any kind of issue. They should not be afraid for their safety, or deal with racism from adults and witness their favorite teachers quit. Vivian Selenikas is self-indulged, delusional, and racist due to her failure to hold herself accountable and self-reflect. She has not directly answered any questions and has not taken any initiative to reach out to her staff or students. Instead, we continue to witness her bully staff members and fail to address and put plans in place to address school-related issues. It is of utmost importance that our children come first and if the principal is not capable of respecting her staff, how can we entrust her with the lives and fair treatment of our students and children and the identities that they carry with them to school every day? Do better.

Best Regards,

PARENTS OF LONG ISLAND CITY HIGH SCHOOL

IN DECEMBER 2021, ALUMNI HAD A MEETING ABOUT THIS PROPOSAL AS STATED IN THE OPEN LETTER.

New York City Department of Education

Long Island City High School

Vivian P. Selenikas, Principal

14-30 Broadway, Long Island City, NY 11106 (718) 545-7095 Fax: (718) 545-2980

Name of Program: Change of Mind Program

Program Highlights: This program will allow a second chance for underclass ( 9th,10th, and 11th graders) students facing a principal suspension. It will be an opportunity for students to learn from their mistakes and be able to succeed in our school environment. (Seniors can be considered for the program under special circumstances)

Program Management Details:

● Supervisors: Principal Selenikas, AP. Argyris, and AP. Duncan

● School Social Workers

● Senior Student Body for Mentors Current Situation: The problem that we are facing is that there is a lack of rehabilitation when it comes to the disciplinary methods that we take as a school. It is in my opinion that suspension don’t teach students right from wrong on the offenses that they committed. Instead it prolongs and doesn’t provide the needed redirection on behavior modification. Proposed Solution or Project: Once a underclass Student Commits an Offense punishable of a Principal's suspension, to the principal's discretion the will be placed into the Change of Mind Program. The Student will be required to do daily check-in with their assigned Student Mentor, A weekly Check-in with their assigned Social Worker, and the student will be required to do a certain amount of community service hours a week which will be up to the principal's discretion. However if a student is to break the rules of the program then the student will face suspension.

Benefits of the Program?

The benefits of this program will hopefully lower our school’s suspension rate, as well as lower our incident rate because we will be creating a supportive environment for students in need.

Possible Activities:

  • One on One Student Mentorship

  • One on One Counseling

  • Student Community Service
